The following article transcribes the talk given by José Zalaquett at Centro de Estudios Públicos on the human rights proposal announced by President Lagos in August 2003. Also included is the introduction by the director of Centro de Estudios Públicos, Arturo Fontaine Talavera, and the dialog with the audience at the end of the conference. José Zalaquett discusses the contents of the government initiative, putting them in a more ample context of what the debate on human rights has been both in Chile as well as abroad. Here he describes how the issue of "reconstruction" or "refoundation" has, in recent decades, become one of the great ethical topics of our time. He reviews the grand objectives of "preventing" and "repairing" to which the expression "never again" alludes, as well as the problem of recognizing the truth, of forgiveness and of justice.
